The national unemployment rate declined slightly to 10 percent in November as 11,000 jobs were lost, according to the U.S. Bureau of Labor Statistics.
In the previous three months, job losses averaged 135,000 per month.
The bureau said there were 15.4 million unemployed people during the month, and that employment fell in the manufacturing, construction and information sectors.
However, the bureau said the number of people unemployed for 27 weeks or more rose by 293,000 to 5.9 million during the month.
Also, 2.3 million people were "marginally attached to the labor force." Those in that category were not counted as unemployed because they were available for work, but had not looked for a job in the last month.
Among them, 861,000 people were classified by the bureau as "discouraged workers," up from 608,000 a year earlier. Discouraged workers are not seeking employment because they do not think there are any jobs available to them, the bureau said.
Another 1.5 million "marginally attached" workers had not searched for jobs in the last month because of school attendance, family obligations and other similar responsibilities.
