Worcester Builder Faces Clean Water Act Fine

The EPA is accusing Worcester construction company Bailin & Associates Inc. of violating the federal Clean Water Act during its construction of a 79-acre townhouse development in the city.

The agency says the company faces up to $157,000 in penalties for failing to apply for a necessary permit between 2003 and 2008, failing to install and maintain safeguards like sedimentation control barriers and discharging stormwater from the construction site without a permit.

The development, called Salisbury Hill, is an active adult community for residents ages 55 and older. It's located at 727 Salisbury St.
