The citizen petition for a constitutional amendment adding a 4 percent tax on incomes above $1 million will be back up for discussion this week.
House and Senate lawmakers met jointly in a Constitutional Convention on Feb. 3 but gaveled out after only 90 minutes, opting for a short day instead of pushing forward for a vote on a citizen petition for the so-called Millionaire's Tax. With Gov. Charlie Baker against new taxes, this is the biggest tax hike in the mix with any possibility of passing, although the earliest it could reach a vote would be November 2018. Senate President Stanley Rosenberg, who often mentions the need for more government revenue, calls the shots at the convention as its presiding officer.
After the February convention and again this week in a scrum with reporters, Rosenberg was non-committal about how deep into the ConCon Calendar lawmakers will go when they reconvene the convention on Wednesday at 1 p.m. Rosenberg says the convention will pick up with amendment 5 on the calendar and will work its way through amendments. If lawmakers make it through all 10 amendments, the convention can dissolve, he said. If not, lawmakers can recess until May or June, Rosenberg said.
