The head of the state's Office of International Trade and Investment (MOITI) has resigned. According to a spokesman for Gov. Charlie Baker's Housing and Economic Development department, C. Richard Elam previously gave his two weeks’ notice and Friday was his last day. The spokesman called the move part of the transition between administrations.
Elam was the subject of a CommonWealth magazine report by Colman Herman last month after he sought and received reimbursement for hundreds of dollars of expenses incurred during a trade mission to Asia with former Gov. Deval Patrick.
The reimbursement included $152 that went to the massage and scalp soother at the Regent Four Season Hotel in Singapore. State officials told CommonWealth that Elam had to pay back $834 for the expenses and had to reimburse the state another $533 for expense claims for which he had no receipts.
According to his bio page on the MOITI website, Elam began practicing law at Ropes & Gray in Boston in the corporate and international departments and worked with Digital Equipment Corp. on global antitrust policy matters. Elam also established his own international law practice in Amsterdam.
