Blackstone, Northborough gravel company pays $120K EPA penalty

A Central Massachusetts sand and gravel company agreed to pay a $120,000 penalty and come into compliance with clean air laws, the U.S. Environmental Protection Agency announced Friday.

Kimball Sand, operating out of Blackstone and Northborough, agreed to reduce its emissions of hazardous air pollutants and visible emissions, the agency said. 

The company operates rock crushing equipment, which is subject to the federal Clean Air Act’s New Source Performance Standards for Nonmetallic Mineral Processing Plants, and engines at the facility are subject to the Act’s National Emission Standards for Hazardous Air Pollutants for Stationary Reciprocating Internal Combustion Engines.

To come into compliance, Kimball Sand conducted visible emissions testing in Northborough and submitted documentation of the equipment at both facilities. It also replaced its engines with newer, cleaner engines, the EPA said.
