Framingham Man Charged For Fake Emissions Tests

Samuel Bicalho of Framingham, a 22-year-old auto repair operator who was a licensed state inspector at ZE Carlos Auto Repair in Framingham, was arraigned for issuing state inspection stickers without testing the vehicles, according to the Office of Attorney General.

Bicalho was charged on Wednesday by the Massachusetts Environmental Crimes Strike Force (ECSF) in the Middlesex Superior Court for allegedly issuing four, illegal state inspection stickers, and violating the Massachusetts Clean Air Act on eight counts.

Bicalho pled not guilty and is due back in court on July 13.

The investigation into Bicalho began with a motorist's complaint to the Registry of Motor Vehicles. Authorities suspect that Bicalho used what is known as "clean scanning," issuing inspection stickers that belonged to different vehicles to untested automobiles.

Authorities also said that Bicalho failed to use an on-board diagnostic (OBD) emissions test that is required under the Enhanced Emissions and Safety Test Program.

The RMV has initiated the process of revoking Bicalho's license to issue vehicle inspection stickers.
