The Associated Industries of Massachusetts is launching a campaign to help make town governments more efficient and cost effective.
Called Mass Reform First, the campaign will make heavy use of social media and electronic networking to gather the support of state residents. AIM said the centerpiece of the campaign is a municipal reform law currently in the state legislature. The law would make it easier for towns to enroll municipal employees in the state's group insurance plan or design a cheaper health plan outside of the collective bargaining process.
The law would also allow citizens to pay all municipal bills online, encourage the regionalization and sharing of service among communities, replace bidding procedures with sound contracting and eliminate the requirement that towns conduct an annual census for jury pools.
AIM's efforts are intended to convince residents to contact legislators and the governor to push for municipal government reform.
Mayors, town managers and city councilors "walk a tightrope" trying to close budget deficits without resorting to tax increases, AIM said.
