• Diversified Revenue Base and Increased Independence from State and Federal Funds: RCAP Solutions seeks to increase its capacity and financial stability by decreasing its reliance on federal funding. The organization is initiating a range of income-producing programmatic activities and business ventures to increase the level of unrestricted revenue to support innovation and leverage expanded services to low-income rural communities.
• Continued Development in the Northeast Rural Corridor and the Caribbean: The organization looks to expand its vital services across our footprint. The organization is increasing opportunities to provide our expertise across state and program boundaries in response to the needs identified by communities. Recent natural disaster and pandemic relief efforts demonstrate how RCAP’s water, housing, and infrastructure expertise can be deployed to serve communities throughout the Northeast and Caribbean. RCAP aims to replicate its integrated service model in Massachusetts, to all states. As a result, RCAP Solutions is positioning the organization as a responsive community development provider and resource to all communities, especially those lacking the resources or capital to improve their quality of life.
• North Central Massachusetts Private Well Program: This program, funded by the Health Foundation of Central Massachusetts, focuses on promoting better public health and safety for households with private wells. The program assesses private wells to determine water quality and educate homeowners. Our next phase will focus on advocacy for private well regulations that better protect homeowners and communities and identify financial resources for homeowners needing well remediation.
Board of Directors – RCAP Solutions is going through tremendous change and seeks dynamic, innovative changemakers with a wide range of expertise, representing the Northeast, Puerto Rico, and U.S. Virgin Islands who want to make a difference in the world. Our board members contribute to our mission by leading our multifaceted organization towards a successful future. We have a strategic, diverse, and professional group of highly engaged board members. RCAP Solutions is a SOMBWA Certified organization.
Advisory Councils – RCAP Solutions is seeking volunteers to advise, advocate, and create a stronger community in several key areas:
• Northeastern U.S. and Caribbean; Individuals who understand rural community issues, such as economic development, healthcare, tourism, environment, transportation, broadband, and education.
• Central Massachusetts; Individuals who understand the needs of low-income families and the support services needed to succeed.
• Subsidiary Boards; We are seeking volunteers for our subsidiary boards, which guide our rental properties located throughout central Massachusetts.
Audit Committee – We are seeking volunteers for our Finance & Audit Committee, responsible for overseeing organization funds, selecting our audit firm, and adhering to audit procedures.

RCAP Solutions will continue to respond to the needs of the community as they arise. The resources we provide have become even more vitally important as a conduit of information, referrals, and resources for emergency services.
Our Housing Consumer Education Center (HCEC) has seen a massive increase in traffic. As a result, we’ve created over 50 permanent and temporary jobs to meet the growing need. Our financial assistance programs help struggling renters, homeowners, and landlords by providing emergency rental and mortgage assistance, serving 5,347 households last year, providing over $16.4 million in assistance, with a 97% application approval rate.
Our team of Rural Community Assistance Partnership (RCAP) Technical Assistance Providers continue to provide supportive services to essential water and wastewater operators through the rural northeast and Caribbean. We have helped distribute over 32,000 cloth masks to essential Public Water System and Wastewater operators, provided over 80 virtual trainings to 3,000 water and wastewater professionals, showing a 162% increase in attendance. Our work continues to see substantial growth and has resulted in over $50M in leveraged funds for underserved communities.
While it’s difficult to predict how future events will impact issues such as housing stability, water security, and enhanced infrastructure needs, RCAP Solutions will be ready to provide the necessary resources to serve the community and support families and individuals.
