Professional developers and contractors should be held accountable. This is their business, and their business model should not be based on maximizing profit through cheating the workers who build the building they profit from. Whether that be lax safety or wage theft. Again, if you are going to be a professional developer then you should know the law and do a little research into who you contract with.
