A proposed 123-unit residential retirement community off Salisbury Street in Worcester has been rejected again by the city's Planning Board.

The board voted 3-2 Wednesday night to reject a special permit to have allowed for the development near the Holden town line. The proposed development, next to the Salisbury Hill apartments, sits on 17 acres of mostly wooded and includes a few vacant homes.

The Planning Board first considered the 55-and-older project last year, and an initial rejection of the plan led to a lawsuit by applicant Premier Property Group of Dunstable. That case remains active.

A special permit was required because the plan called for a retirement community in a residential zone and because of the height of the proposed three-story buildings. The plan was withdrawn, with an ability to resubmit the plan in the future.
