A local developer proposed 300 units of 40B apartment- and townhouse-style housing in Grafton at a selectboard meeting Tuesday night.
The project was presented by James and Steven Venincasa, developers at Westborough-based Elite Home Builders LLC.
The proposed multi-family complex would include four 64-unit apartment buildings and 44 townhouses, totaling 300 units across the development. The apartments would be 55% one-bedroom, 35% two-bedroom, and 10% three-bedroom. The townhouses would be a mix of duplexes and fourplexes.
The complex would be located on a nearly 15-acre plot off Snow Road in Grafton. The site is mostly vacant with the exception of a 1,200-square-foot single-family house. The property at 14 Snow Road is owned by William and Marion Snow, who bought it in 1951, according to the Grafton assessors’ database. The entire 14.5-acre plot is assessed at $623,000.
The development would be a 40B Local Initiative Program (LIP) project, which is a state program meant to encourage affordable housing. With LIP, a developer seeks local approval from the municipality before submitting an application to the Department of Housing and Community Development in order to expedite the DHCD approval process. The percentage of affordable housing units would be negotiated with the town.
The Grafton selectboard agreed to table the discussion until after the Venincasas had presented the proposal to the Affordable Housing Commission.
The Venincasas have developed housing projects throughout the region, including the completed Gristmill Village in Grafton and Pine Hollow in Bellingham, as well as Cobblestone Village in Milbury. Their Brookside Apartments project in Boylston is still under construction.
