Unitil Makes Decoupling Bid

New Hampshire-based utility Unitil, which serves parts of North Central Massachusetts, has filed proposals with the state Department of Public Utilities to change its rates, and decouple gas and electric sales from its revenues.

The state began allowing decoupling in 2008, permitting utilities to raise their rates to adjust for revenue lost because of reduced energy usage. It’s intended to let utilities to promote energy conservation without hurting their own bottom lines.

Unitil said its new natural gas rate proposal would result in an average increase of $20.41 a month for residential customers who use gas for heating. It said the new proposal on the electrical side would have no effect for most customers.
