A Massachusetts state board has approved tax breaks for business expansions in Leominster, Marlborough and Webster, as well as a new vacant-storefront incentive program for Westborough.

The tax breaks were three of 12 approved Thursday by the Massachusetts Economic Assistance Coordinating Council.

In Marlborough, Revance Therapeutics, a California biotechnology company, has proposed a $115-million manufacturing, research and development facility at The Campus at Marlborough, a complex already including the medical device firm Hologic. Revance would lease a new 79,000-square-foot building on the site, creating 76 new jobs. The Marlborough City Council approved in November a 15-year tax break valued at more than $7.5 million.

In Leominster, Guardian Angels Senior Services is planning to anchor a revitalized space downtown with 40 new jobs and an investment of nearly $1.5 million. The agency has been approved by Leominster officials for a city tax break valued at nearly $8,500 over five years.

In Webster, Goya Foods is proposing a 120,000-square-foot expansion of its warehouse off Cudworth Road. The $5-million project would create 10 new jobs. The town has already approved a six-year tax break estimated to save the company just over $300,000.

The Economic Assistance Coordinating Council approved Westborough, along with Ware, to be added to the state's vacant storefronts incentive program. The program offers incentives for businesses to occupy vacant storefronts in town centers. Clinton, Fitchburg, Framingham, Marlborough, Webster and Worcester are already included in the program.
