Rush Street Unveils $200M Millbury Slots Plan

Residents of Millbury got a first glimpse at the $200-million slots parlor Mass Gaming & Entertainment (MGE) is hoping to develop near the Shoppes at Blackstone Valley outdoor mall.

At a Planning Board meeting Monday night, representatives from MGE's parent company, Chicago-based Rush Street Gaming, showed off plans for the site, which include several food options, a bar, full-service restaurant, a day spa and a live music area.

The 100,000- to 115,000-square-foot facility is proposed for a parcel of property on McCracken Road, off Route 146.

According to Rush, the building, which would have 1,250 slot games, would be constructed to meet the environmentally sustainable standards of LEED Gold certification. Hundreds of construction jobs would be followed by 400 permanent jobs, the company said.

"We believe this casino will be a catalyst for substantial economic development of Millbury as we have seen with our other properties," said MGE Chairman Neil Bluhm. "We have done our homework and Millbury is the best location for a (slots) casino."

The state will allow one slots parlor and three full casinosunder 2011's expanded gaming legislation. MGE is vying for the slots license against Cordish Cos., which wants to put up a slots parlor in Leominster, and the owners of Plainridge Racetrack and Raynham Park.

The companies have until Oct. 4 to submit final proposals to the state. However, they must first sign a host agreement with community officials, and the project has must be approved by voters 60 to 90 days afterward.

"We are committed to working intensively over the next few months to share information and plans with town residents and respond to their questions or concerns," Bluhm said. "And we hope that will be the beginning of a long-term presence in Millbury."

Town Planner Laurie Connors said a public hearing is tentatively scheduled for Aug. 12 at Millbury Junior/Senior High School auditorium. She said MGE is going before the Planning Board to seek a special permit. Eventually, Connors said, MGE will also need to obtain site-plan approval and a stormwater management permit, which would come after the town-wide referendum.

MGE officials said they plan to reach out to the community and partner with local businesses, and will give preference for jobs to local residents.

Rush Street Gaming's casinos include Rivers Casino in Pittsburgh and Des Plaines, Ill., and SugarHouse Casino in Philadelphia.
