West Boylston-based Corporate Environmental Advisors Inc. has appointed

as manager of business development.  He joins CEA from Charter Environmental Inc. in Wilmington where he was responsible for project management for clients such as the EPA and The Army Corps of Engineers, among others.

Worcester-based Fallon Community Health Plan welcomes

JESSE CAPLAN

, an attorney with Epstein Becker & Green PC, who will be on-site as FCHP’s new chief legal counsel. Caplan will provide FCHP with counseling and representation, while also managing EBG’s legal work for FCHP. He is a member of EBG’s national health care and life sciences practice.

PETER LINEHAN

has been appointed assistant vice president and senior credit analyst for Flagship Bank and Trust Co. in Worcester. RONALD JAKUBIAK was appointed assistant vice president and market manager of the bank’s Gold Star Boulevard branch and PAULA EVANGELISTA was appointed assistant vice president and market manager of the Grafton Street branch.

Leominster-based Fidelity Bank has promoted

MICHAEL HEWITT

to the position of chief operating officer. He has been with Fidelity Bank since May 2004 and has served in the position of executive vice president and chief financial designer since joining the organization.

has joined UMass Memorial Medical Group and UMass Memorial Medical Center as a neurosurgeon. Pennings received his medical degree from the University of Leiden Medical Centre in the Netherlands and completed a joint neurological surgery residency and PhD program as well as a functional neurosurgery fellowship at the University of Amsterdam Academic Medical Center

Atlas Distributing Inc. has hired

as wine and spirits division manager. She is a certified specialist in wine and has achieved her Level IV Diploma in wine studies at Boston University’s Elizabeth Bishop Center for Wine Studies.

Wayland-based Candela Corp. has made

the company’s new vice president of global marketing. LaRoche was most recently vice president of marketing and sales at medical device start-up InfraReDx Inc. in Burlington. At Candela, LaRoche will be responsible for the company’s worldwide marketing efforts. Candela makes lasers used in cosmetic and medical procedures.

The Worcester-based Fallon Clinic has appointed family physician Dr.

JACK M. DUTZAR

as its new president and CEO. Dutzar is expected to assume the presidency March 17 and takes over for Dr. Stephen Pezzella, who has been the practice’s acting president since 2006. Pezzella will continue to serve Fallon as chairman of its board of trustees.

Littleton-based Still River Systems has elected

PAUL VOLCKER

, the former chairman of the Federal Reserve, as one of two new members of its board of directors. Volker led the Federal Reserve from 1979 until 1987. Also joining the board is Dr.
