Milford selectmen tonight will review a 123-page draft agreement between the town and Crossroads Massachusetts LLC, the developers of the proposed resort casino, giving proponents and foes a chance to hear more about what they’re offering Milford in exchange for permission to construct a billion-dollar facility along Interstate-495 and Route 16.
The benefits to the town, according to the draft agreement, include the following:
- At least 5,500 jobs - 3,000 permanent positions and 2,500 construction jobs – with with hiring priority given to Milford residents;
-Millions of dollars in upfront and annual community impact payments to the town, including $2.06 million upfront to pay for public safety expenses related to the development, and about $2.8 million annually for continuing public safety and public school education expenses, plus $15 million up front to support community development grants;
-At least $18 million in annual property tax payments after the casino opens;
-Commitments to bid out $50 million in services to local vendors; and
-Commitments to improve water and sewer infrastructure to accommodate development, plus traffic, noise and light-mitigation measures around the site.
According to the draft agreement, an occupancy permit from the town won’t be issued until Crossroads has completed permitting for road, water and sewer infrastructure improvements.
Crossroads would be competing for the one resort casino license in the “eastern” zone of the state. The other sites where developers are vying for the license are Everett and East Boston, at the site of the Suffolk Downs race track.
Tonight’s selectmen’s meeting starts at 7 p.m. at Milford Town Hall.
