Clinton has received a $1.5-million state grant for downtown streetscape improvements, according to Massachusetts Housing and Economic Development Secretary Michael Kennealy.
The MassWorks Infrastructure Program funds are expected to help lead to the construction of 108 affordable housing units.
This MassWorks project leverages $2.7 million in local funds and includes 2,700 feet of roadway paving on High and Church streets, new drainage on High Street, pedestrian lights, new curbing, sidewalks, and intersection improvements in the downtown.
In addition to town funding, developers JD Commercial Properties of Clinton and Hutter-Pioneer of Fitchburg will use $22 million in private funding, Department of Housing and Urban Development loan guarantees, and Historic Investment Tax Credits to revitalize a portion of the historic Bigelow Spinning Mills, near MassWorks project site on Route 110.

The former mill space will be redeveloped into 108 units of middle-income affordable housing. Clinton was awarded a grant through the Site Readiness Program, administered by MassDevelopment, the state’s housing bank, in 2017 for a redevelopment study of the Bigelow property.
MassWorks improvements will also support at least seven downtown Clinton developments in various stages of concept, design, and permitting. These developments will generate 45 units of multi-family housing, 10,000 square feet of office space, and 15,500 square feet of retail space.
In 2019, MassWorks has awarded more than $72 million to three dozen projects in 35 communities across the commonwealth, according to Gov. Charlie Baker. The awards led to $2.3 billion in private investment and more than 3,100 new housing units, more than a third of which are affordable.
