MassHealth chief departing in early January

MassHealth chief Amanda Cassel Kraft will depart her role in the new year, just days before Gov.-elect Maura Healey takes over the executive branch, the Baker administration announced Tuesday.

The Executive Office of Health and Human Services said Cassel Kraft, its assistant secretary for MassHealth since last year, plans to step down on Jan. 2, 2023 to "pursue an opportunity to live abroad with her family."

Cassel Kraft joined MassHealth in 2011, and became the top official at the state's combined Medicaid and Children's Health Insurance Program in 2021, overseeing its work to provide health care coverage to 2.3 million Bay Staters.

She played a central role in negotiation of a five-year, $67 billion Medicaid waiver that federal officials approved in September and in implementation of the administration's behavioral health reforms.

"Amanda's leadership and dedication to public service has been invaluable, as she led the way on our recent 1115 Medicaid waiver approval, and advanced patient-focused health equity and behavioral health reform across the Medicaid program," Health and Human Services Secretary Marylou Sudders said in a statement. "I am deeply grateful to Amanda for her leadership and collaboration as she and her family leave the country for an exciting international opportunity."

Deputy Medicaid Director Mike Levine will take over as acting assistant secretary when Cassel Kraft leaves. Cassel Kraft in a statement said Levine "is one of the most capable and mission-driven people I know and will provide strong leadership and continuity."
