Attorney General Maura Healey will file her final regulations for the pay-to-play daily fantasy sports industry on Friday.
The regulations will be made final after more than four months of review and revisions, including a public hearing at which industry executives, daily fantasy sports (DFS) players and consumer advocates offered their thoughts on the proposed rules.
In November, Healey said her office’s review of DFS games uncovered "a number of significant concerns" and announced the proposed regulations, including a ban on players under the age of 21.
The regulations would also ban fantasy games based on college sports, advertising for fantasy games at high school and college campuses, and accepting total deposits of more than $1,000 a month from most players.
Healey’s office said the main consumer protection measures — specifically an age restriction, financial safeguards and measures to level the playing field between novice and experienced players — will be included in the final version of the rules when it is filed Friday with the secretary of state’s office.
DFS operators – such as FanDuel and Boston-based DraftKings -- are facing shutdown orders in some states, and the industry has expressed a willingness to work with Healey on consumer protection issues and to shape the playing field in a way that's acceptable to regulators, operators and players.
Since DFS erupted into the public consciousness at the beginning of the last NFL football season, legislative leaders in Massachusetts have expressed interest in regulating and possibly taxing fantasy sports wagering, but so far no lawmaker has filed legislation to address the topic, which could reopen the expanded gaming debate.
Instead, the bulk of the attention paid to DFS in Massachusetts has been by Healey.
