Wakefield cannabis company Curaleaf, with a majority of its operations in Central Massachusetts, has been fined a record $250,000 by the state Cannabis Control Commission after failing to disclose a change of ownership.
The company notified the CCC of its merger with a Canadian parent company to go public on the Canadian Securities Exchange, but only in February, months after the deal was finalized.
The fine, issued at the commission's Thursday meeting, resolves those charges with the commission agreed resulted from a good faith misinterpretation of the state’s cannabis laws regarding ownership structure.
Via the agreement, the company admits responsibility for the violation. Regulators noted the company fully cooperated in the investigation.
After approving the fine, the commission approved the company's change of ownership request.
The violation concerned the company’s license applications for a retail store in Oxford and its main cultivation and manufacturing facility in Webster. Provisional licenses have been granted for those locations.
Two other applications have been submitted for retail stores in Ware and Provincetown.
In a statement Friday, Curaleaf announced the approval of its change of ownership, but made no mention of the fine, the largest issued by the CCC to date.
“Curaleaf thanks the commission and the commission staff for working collaboratively towards this result,” the company said. “Curaleaf has been proudly serving the Massachusetts medical community and looks forward to working with the commission to secure approval of its adult-use licenses.”
