Andrea Obston Marketing Communications in Bloomfield hired Carol Walters as office manager. Walters most recently was involved in public relations, customer service and research assistance at Prosser Public Library.

Edmund Aquije, formerly a dentist in New York, has opened up his own practice, Buckland Dental Care, in South Windsor.

Fidelco Guide Dog Foundation Inc. in Bloomfield hired Kimberly A. Miazga and Michelle J. Dumas as trainer-apprentices. Miazga was formerly accounting senior associate at Cigna and Dumas previously was office administrator at St. Mary’s Academy.

Charles Tobin Jr., president of Conn. operations at C.E. Floyd Co. Inc. in Middletown, was named to the board of directors at Associated Builders and Contractors of Connecticut.

Liana Garcia-Fresher was named executive director of the Cornelia de Lange Syndrome Foundation in Avon. Garcia-Fresher was most recently president of Fresher Consultants.

Alison Nicklas was named director of health information management at Saint Francis Hospital and Medical Center in Hartford. Prior to her new position, Nicklas was manager in the healthcare advisory practice at PricewaterhouseCoopers.

Jennifer C. Hughes was appointed director of catering at Hilton Hartford in Hartford. Hughes previously was executive suites and event manager at Madison Square Garden.

Lester Raymond was promoted to manager of service at The Spencer Turbine Co. in Windsor. Raymond’s previous position was supervisor of technical services at the company.

BL Cos. in Hartford hired Saiful A. Kassim as senior project designer in architecture. Kassim was project designer and architect at Perkins & Will prior to the appointment.

Konover Development Corp. in Farmington promoted Jim Ainsworth to president and CEO and Stanley C. Glantz to COO. Ainsworth was formerly executive vice president and CFO and Glantz was previously executive vice president at the company.

U.S. Energy Systems Inc. in Avon elected the following to its board of directors: Bernard J. Zahren, Joseph P. Reynolds and Richard J. Augustine. Zahren, chairman of the audit committee, is CEO at Zahren Financial Co. Reynolds is CEO at USEY and UK Energy Systems Ltd. Augustine is vice president, chief accounting officer and secretary at USEY and CEO at U.S. Energy Biogas Corp.
