Government veteran named interim head of Department of Unemployment Assistance

Rick Jeffers is out as director of the Massachusetts Department of Unemployment Assistance and Connie Carter is in.

The Baker Administration on Thursday afternoon announced a leadership transition at the agency, which has struggled under the weight of massive demand for unemployment aid during the pandemic.

The Executive Office of Labor and Workforce Development said Jeffers will fill a newly created role with the title of Executive Sponsor of UI Transformation. He will lead a project to improve the online experience for DUA clients, with a focus on accessibility, usability, efficiency, and accuracy, the office said.

The administration said that Carter brings 47 years of state and federal experience with UI systems and will serve as interim director under a transition that will be effective Tuesday, May 31.

The administration said that Carter was hired by On Point Technologies as a subject matter expert, working with a number of states, after the completion and implementation of the Benefit Modernization Project known as SCUBI in South Carolina.

On LinkedIn, Carter describes herself as retired from the U.S. Department of Labor's Employment and Training Administration, where she spent 33 years, and lists employment stints at CSG Government Solutions, Tier Technologies and the Georgia Department of Labor.

"The DUA team worked tirelessly and resiliently during the pandemic to provide some $33 billion in benefits to Massachusetts constituents, using and enhancing the existing system to its limits, and developing a new system to manage federal PUA on behalf of countless individuals," Labor and Workforce Development Secretary Rosalin Acosta said in a statement. "We now have an opportunity to look ahead and plan for a successful transition to a new Administration which will be led by Connie, as well as update our antiquated UI system, a massive undertaking called the Employment and Modernization Transformation Project that will be led by Rick."

Gov. Charlie Baker has about eight months remaining on his term and the next governor, who will be elected in November, will install new leadership teams across the executive branch.
