Ex-Worcester MassDOT director sentenced for fraud

The former director of the Massachusetts Department of Transportation’s (MassDOT) Worcester Office was sentenced in Worcester Superior Court Wednesday to two years in jail, although he will not do time as the sentence was suspended by the judge. The sentencing follows a June 9 conviction on multiple counts of conflict-of-interest and procurement fraud violations, Attorney General Martha Coakley’s Office announced.

“This defendant was convicted by a jury for exploiting his position within MassDOT by scheming to illegally award contracts based on his own financial interests,” Coakley said in a statement. “He undermined the integrity of the process that ensures that contracts are awarded fairly to those who best meet the criteria of review.”

While he won’t spend time in jail, Thomas Waruzila will spend a year in home confinement, with GPS monitoring. The state had recommended one to two years in state prison, followed by three years of probation and a $10,000 fine.

The conviction and ultimate sentencing stem from awarding state snow and ice removal contracts in which he had hidden financial interests during his time as District 3 Highway Director in MassDOT’s Highway Division from 2000 to 2011.
