A Connecticut contractor has been fined $67,250 for asbestos violations that occurred during the demolition of the infamous former Rox’s Nightclub in Oxford, the Massachusetts Department of Environmental Protection announced Thursday morning.
Mark Williams of North Grosvenordale, Conn. is accused of demolishing the building without first having a licensed asbestos inspector conduct a pre-demolition asbestos survey. During MassDEP’s investigation, the agency said it found asbestos-containing insulation mixed with demolition debris on the ground and in an open-top roll-off container on site.
“As a contractor, Mr. Williams is responsible for ensuring that asbestos-containing materials are identified and properly removed before demolishing a building, said Mary Jude Pigsley, director of MassDEP’s Central Regional Office in Worcester. “Asbestos is a known carcinogen and following required work practices is imperative to protect workers as well as the general public.”
MassDEP looked into the demolition in April 2019 after receiving a complaint about the project.
Williams was also cited for failing to file a notification of asbestos removal work with MassDEP and not having asbestos-containing materials properly removed before the building was taken down, both of which are required.
The property is owned by OTS, INC., according to the Oxford assessor’s records, which is registered to Roxanne Marie Corey-Troy of Oxford. In 2009, Corey-Troy was convicted of three arson-related charges in U.S. District Court for attempting to pay someone to burn the nightclub down because of its reportedly poor financial condition, according to a 2009 report from the Telegram & Gazette.
Corey-Troy also owns the neighboring Route 12 Variety.
