A pair of cannabis business entrepreneurs are proposing a cannabis cultivation and manufacturing facility at 0 Winchendon Road in Ashburnham, according to a presentation given at a public outreach meeting on Tuesday.
Public outreach meetings are among the very first steps cannabis companies must go through before embarking on the host agreement and licensing application processes.
Founding partners Samuel Bacon and Hunter Sherman of Sugar Grove LLC in Boston, both originally from Massachusetts, are looking to launch their operation on property owned by New England Agriculture Technologies, which will become the company’s landlord if plans move forward. NEAT would finance development costs and oversee engineering and construction, according to the Sugar Grove presentation.
Hunter and Sherman said they plan to apply for two licenses from the Massachusetts Cannabis Control Commission, a Tier 2 cannabis cultivation license and a product manufacturing license. No retail, direct-consumer sales or consumption will take place on the site. Tier 2 licenses range from 5,001 to 10,000 square feet.
Going forward, Sugar Grove plans to undergo a site plan review with the Town of Ashburnham, as well as seek a special permit from the town’s Board of Selectmen, and approval from the town’s marijuana review team. A host community agreement, during which the town may decide to assess up to a 3% tax on annual gross sales, must be in place before the company can move forward with state licensing.
