Sens. Paul G. Kirk Jr. and John Kerry, along with Congressmen Edward Markey, Michael Capuano and Stephen Lynch recently announced that Massachusetts will receive $52 million in federal funds from the Department of Homeland Security Grants Program (HSGP) in 2010. In related news, the Boston metropolitan area was elevated to a Tier 1 urban area and will receive $19 million under the Urban Areas Security Initiative.
The Department of Homeland Security uses a formula that includes threat risks, vulnerability and population density, among other factors.
The HSGP is made up of five programs: the State Homeland Security Program, which works off of the State Preparedness Report; the Urban Areas Security Initiative, for 64 high-threat urban areas across; Operation Stonegarden, to strengthen national border control; the Metropolitan Medical Response System Program, for response and preparedness capabilities during mass casualty incidents; and the Citizen Corps Program, for citizen-level preparedness.
The Urban Areas Security Initiative provided almost $19 million to the Boston area. The State Homeland Security Program delegated $15.5 million, the Emergency Management Performance Grants totaled more than $6 million and the Regional Catastrophic Preparedness Grant Program provided more than $3.5 million to the Boston area. The more than $7 million remaining funds came from a combination of the Citizens Corps Program, the Metropolitan Medical Response System, the Buffer Zone Protection Program, the Interoperable Emergency Communications Grant Program, the Driver’s License Security Grant Program and the Port Security Grant Program.
All told, the Department of Homeland Security offers grant programs totaling more than $2.7 billion. Of that total, $1.78 billion is allocated from the Homeland Security Grant Program.
