The Baker administration's Department of Mental Health fiscal 2017 budget proposes a 2.8 percent increase above projected fiscal 2016 spending with $13 million for 45 treatment beds at Taunton State Hospital for women civilly committed because of substance abuse.

Gov. Charlie Baker recently signed into law a prohibition on treating women for substance abuse at a correctional facility in Framingham. His budget includes 30 additional beds in fiscal 2017 on top of the 15 beds operational in fiscal 2016, according to the department.

Department of Mental Health Commissioner Joan Mikula is among the Health and Human Services officials who will testify before legislative budget-writers in Medford on Monday.

The total Department of Mental Health budget proposal is $761 million.
