Should Massachusetts increase incentives to convert older buildings into housing?

Massachusetts must add 222,000 homes by 2035 in order to meet the growing demand for housing, according to The Massachusetts Executive Office of Housing and Livable Communities. In Central Massachusetts, a number of developers are adapting older buildings into apartments, including the conversion of the former Fallon Health headquarters in downtown Worcester into 198 apartments and a Fitchburg office building into 35 apartments.
