Westborough firm joins $104M FBI upgrade in Quantico

Westborough-based energy infrastructure firm NORESCO has secured the energy-upgrade subcontract for the $104-million upgrade of a Federal Bureau of Investigation complex in Virginia.

Working as a subcontractor for Virginia-based Dominion Energy, NORESCO will upgrade a chiller plant and modernize on-site backup power generation at the FBI Quantico Complex in Prince William County, Virginia, according to a March 11 press release from NORESCO.

“NORESCO is proud to support Dominion Energy and FBI’s efforts to improve energy resilience by leveraging utility energy service contracting,” Doug Sattler, senior vice president, federal, NORESCO, said in the press release. “This project at the FBI Quantico Complex will significantly enhance reliability, improve system efficiency, and reduce energy consumption in support of the FBI’s mission.”

Construction is expected to be completed in 2028. NORESCO and Dominion Energy will handle maintenance and repair services for the life of a 20-year performance contract. 

The FBI Quantico Complex serves as the primary training facility for bureau employees and other law enforcement partners. The 547-acre campus first opened in 1972, according to the FBI’s website.

Founded in 1984, NORESCO engages in energy performance contracting, which involves building improvements focused on reducing energy and water consumption. The company secured a multi-year energy savings performance contract for a U.S. Army facility in July 2025, splitting the $3 billion contract with 17 other firms

NORESCO is a division of Carrier Global Corp., a Florida-based firm focused on HVAC, refrigeration, and fire and security solutions.
